Honoring the Los Angeles Police Department and Sergeant II Lifernando Garcia in Council

Today, I joined Deputy Director Kathi Barnes of the California Department of Alcoholic Beverage Control (ABC) to honor Los Angeles Police Department - Operation ABC and Sergeant II Lifernando Garcia in Council for receiving the "Significant Achievement" Award.
Sergeant II Lifernando Garcia is a 27 year veteran of the Department and has extensive experience as an undercover operator. In addition to his patrol experience, Sergeant Garcia has completed three vice assignment tours at Foothill, West Valley, and Wilshire Area vice units. He also was assigned to Metropolitan Division as an element member and an investigator at Professional Standards Bureau. Prior to joining the LAPD, Sergeant Garcia completed a six-year tour in the United States Army.
Since 2008, Sergeant II Lifernando Garcia has been assigned to the Detective Support and Vice Division - Operation Alcoholic Beverage Control (ABC) Unit. The city has over 6000 ABC licenses to manage within 21 geographic divisions. Sgt. Li provides Standardized Training to owners and employees of Alcohol Retailers (STAR), organizes Minor Decoy/Shoulder Tap operations, participates in Safe & Sober Graduation Programs sponsored by the State ABC Agency, and provides resources and expertise to the geographic divisions to combat crimes issues linked to alcohol retailers. The Significant Achievement Award is the highest honor given by the Department of ABC whose mission is to honor those who go above and beyond to foster and protect the health, safety, wellbeing of our residents. Congratulations to LAPD and Sgt. Lifernando Garcia.
