LADWP's Aliso Canyon Reliability Winter Action Plan

Today, I submitted a motion, coauthored by my colleague, Councilmember Bob Blumenfield, asking that the Department of Water and Power (LADWP) report to the City Council in 30 days on the Aliso Canyon Reliability Winter Action Plan released by the California Energy Commission (CEC), California Public Utilities Commission (CPUC), the California Independent System Operator (CAISO), and the LADWP on August 22, 2016 on its efforts to mitigate the potential effects of a natural gas shortage in the winter.
The Winter Action Plan is critically important since homes and small businesses tend to use higher levels of natural gas in the colder months than any other time of the year.
On April 19, 2016, LADWP reported to the Council on the Aliso Canyon Reliability Action Plan (Summer Action Plan) and its efforts to preserve power reliability in the coming summer. During the presentation, the LADWP was joined by the CEC, CPUC, and CAISO. These agencies threatened that without the immediate resuming of injections into the Aliso Canyon storage field, the Los Angeles basin would experience blackouts on an unprecedented level during the heat of the summer. No such blackouts occurred.
